渤海镇位于北京市怀柔城区西北部，其四面环山，怀沙河蜿蜒其中，紧邻长城文化带，距怀柔城区仅20公里，正处于京郊“一小时旅游圈”范围内，资源与区位优越。依靠卓越的资源和怀柔京郊游的金名片，渤海镇在过去十几年间，乡村旅游产业得到了持续发展，镇村居民生活水平也因此得到改善。近年来，以精品民宿、乡村特色酒店等为代表的旅游接待产品，更是如同雨后春笋般迅速在渤海镇落地，面向亲子、度假等目标客群的旅游项目也层出不穷。同时，渤海镇作为京郊浅山区重要的生态保护地和水源涵养区，其旅游发展势必要严守生态红线，在科学指导下有度、有序的开展。

Bohai Town is located in the northwest of Huairou District, Beijing. It is surrounded by mountains and the Huaisha River winds through it. It is close to the Great Wall Cultural Belt and only 20 kilometers away from Huairou District. It is within the “one-hour tourism circle” in the suburbs of Beijing, with superior resources and location. Relying on excellent resources and the golden card of Huairou Beijing suburban tourism, the rural tourism industry in Bohai Town has been developing continuously in the past decade, and the living standards of residents in towns and villages have been improved accordingly. In recent years, tourism reception products represented by high-quality residential accommodation and rural characteristic hotels have sprung up rapidly in Bohai Town, and tourism projects for parent-child, vacation and other target groups have emerged in an endless stream. At the same time, Bohai Town, as an important ecological protection area and water conservation area in the shallow mountainous areas of Beijing suburbs, its tourism development is bound to strictly adhere to the ecological red line and carry out in a proper and orderly manner under the guidance of science.

2. 本案缘起 | Origin of the case

2020年，随着《北京市休闲农业“十百千万”畅游行动实施意见》的印发，全市休闲农业开启了走一二三产融合，高质量发展之路。意见中明确提出了打造十余条休闲农业精品线路等重点任务，特别是鼓励怀柔区突出自身山水特性，打造百泉汤河线路。渤海镇希望借此契机，提升栗花溪谷品牌，实现怀沙河流域旅游资源的更新、整合和再升级。同时，九源团队自2015年与怀柔结缘以来，已有7年时间，一直以“实现乡村振兴、共同富裕”为我们乡村工作的目标。团队一直希望能够植入对乡村振兴独特理解，即符合生态保育要求又能推动产业发展。因此，双方就项目达成共识与互信，为本案的迅速推动奠定了坚实基础。

In 2020, with the publication of “Opinions on the Implementation of Beijing Leisure Agriculture’s” Ten Million “Changyou Action”, the city’s leisure agriculture opened the road of integration of primary, secondary and tertiary industries and high-quality development. The opinions clearly put forward the key tasks of creating more than ten excellent leisure agricultural routes, especially encouraging Huairou District to highlight its own landscape characteristics and build Baiquantang River routes. Bohai Town hopes to take this opportunity to upgrade the brand of Chestnut Blossom Valley and realize the renewal, integration and re-upgrading of tourism resources in Huaisha River Basin. At the same time, since its association with Huairou in 2015, the Jiuyuan team has been aiming at “realizing rural revitalization and common prosperity” for seven years. We has always hoped that there will be more projects in Huairou that carry the team’s unique understanding of rural revitalization and meet the requirements of ecological conservation. Therefore, the two sides quickly reached consensus and mutual trust on the project, which laid a solid foundation for the rapid promotion of the case.

3. 本案介绍| Introduction of the case

3.1 位置与条件

本案所在场地，处于怀沙河生态绿廊腹地，沿怀沙河迤逦延申，起点为三渡河村，终点至八道河岭村。串联沿线三渡河、四渡河、五渡河、六渡河、八渡河共计五个自然村落。

设计场地内部及周边栗树成林，栗子花开时节，金色漫山，因此形成具有一定影响力的区域品牌——“栗花溪谷”。板栗是这条谷里的最大特色美食特色，糖炒栗子、栗子鸡、栗子烧肉、栗子面窝头等，也成为了游客到此处的体验之一。

3.2 现状场地及周边特征
Current Site and Surrounding Features

多年的自下而上的乡村旅游“野蛮生长”模式以及特有的山水资源环境，造成了本案所处区域的一些特点：

（1）规模效应与各自为营
近些年，众多设计品质良好的民宿出现，形成了一定规模效应和吸引力，增强了区域整体接待能力。同时，各村民宿点状经营，口袋公园等建设也是零散设置，对于外部环境的整体营造利用，缺乏统一思路与设想。

（2）旅游产品单一、体验感欠缺
本案呈现怀柔地区旅游产品的共性特点，即：种类较为单一，多以风景观光、河边戏水为主，同质化竞争严重，旅游体验感不足。

（3）基础设施不完善
当前，车行道路状态较好，游客沿河观光与村民生产步行路线基本重合，路面大部分为原始土路，局部路段为破旧混凝土路面，路面状态不连贯，影响了此区域的观览体验感受。同时，在汛期，常有路段被淹没或冲垮，不仅影响田间农作，更是存在安全隐患。

The bottom-up “barbaric growth” mode of rural tourism and the unique landscape resources and environment for many years have resulted in some characteristics of the region where the case is located:

(1) Scale effect and respective operation
In recent years, many residential quarters with good design quality have emerged, forming a certain scale effect and attraction, and enhancing the overall reception capacity of the region. At the same time, the construction of village dormitories and pocket parks is scattered, and there is a lack of unified ideas and ideas for the overall construction and utilization of the external environment.

(2) Single tourism products and lack of experience
This case presents the common characteristics of tourism products in Huairou area, namely: the type is relatively single, mostly scenic sightseeing, riverside water play, homogeneous competition is serious, and the sense of tourism experience is insufficient.

(3) Imperfect infrastructure
At present, the road is in good condition, tourists’ sightseeing along the river basically coincides with the villagers’ production and walking routes, most of the road surface is the original dirt road, some sections are dilapidated concrete pavement, and the road surface is not coherent, which affects the viewing experience in this area. At the same time, in flood season, road sections are often submerged or washed out, which not only affects field farming, but also has potential safety hazards.

3.3 设计理念
Design concept

基于对现状的多次踏勘与深度剖析，我们希望在本案中，“以巧拨千斤”，通过设计，实现以下设计理念：

（1）要做的不仅仅是空间和景观的提升，更应该激发乡村活力与发展自驱力；
（2）统筹考虑山、水、林、田、村（五个村落）五大要素的风貌和谐，选取低碳、低影响力，并与乡村风貌相协调材料以及乡土植物；
（3）保障村民作为区域基本使用者的生产生活需求，尊重他们对区域发展的理解与意见，鼓励他们融入项目实现共建共治；
（4）低介入手法进行风景道提升，最小化生态扰动；
（5）最大程度利用现状基础条件及建设，降低工程总量与碳排放；
（6）多维度激活场地潜在价值，增加观览活动的体验感、丰富度与趣味性。

Based on the multiple surveys and in-depth analysis of the current situation, we hope to achieve the following design concepts through the design in this case:

(1) What we should do is not only to improve the space and landscape, but also to stimulate the vitality and self-drive of rural development.
(2) Overall consideration of the harmony of the five elements of mountains, waters, forests, fields and villages (five villages), selection of low-carbon, low-impact materials and native plants in harmony with the rural landscape;
(3) Guarantee the production and living needs of villagers as basic users of the region, respect their understanding and opinions on regional development, and encourage them to integrate into the project to achieve co-construction and co-governance;
(4) enhance that scenic road by means of low intervention to minimize ecological disturbance;
(5) Make full use of the current basic conditions and construction to reduce the total amount of the project and carbon emissions;
(6) Activate the potential value of the site in multiple dimensions, and increase the experience, richness and interest of the viewing activities.

3.4. 方案内容
Scheme content

最终方案主要包含以下内容：

（1）优化风景步道选线并整体选材铺设；
（2）在沿河景观中选取具有较高观览、体验价值的场景，进行重点挖潜营造，形成核心景观地，如：月亮湾、麦子地梯田等；
（3）对现有经营性场所——板栗广场进行空间使用优化；
（4）与风景道关系密切的部分民宿提升；
（5）采摘园的风貌改造，规整外摆形式；
（6）导视系统、车行道趣味喷涂、LOGO设计等。

3.5 设计亮点
Design highlights

01. 风景步道
Scenic trail

风景步道的使用者被定位为：村民（尤其是从事栗子采摘工作的村民）及游客，因此，考虑到实际使用者的需求，步道宽度设置为3.5-4米宽，可供步行、自行车慢骑行以及农用机具及车辆通行，并在拐角处设置可供农用车辆掉头空间。道路铺设材质则选定为耐久、自然的碾压砾石。采用透水基底，保证道路生态性；既能支持不同使用需求。同时，方案设计团队通过对场地的一次次踏勘，综合考量步行中对山、水、林、田、村的视觉感受，与自然产生更多的互动性体验，推敲现状栈道（散布）、亲水空间、民宿院落、公共活动场地（集市、口袋公园）等功能点位的位置，生产性步道与防汛要求等，最终确定风景步道选线方案。

The users of the scenic trail are defined as villagers (especially those engaged in chestnut picking) and tourists. Therefore, considering the needs of the actual users, the width of the trail is set at 3.5-4 meters, which can be used for walking, bicycle riding, agricultural machinery and vehicles, and the turning space for agricultural vehicles is set at the corner. At the same time, the scheme design team comprehensively considers the visual perception of mountains, waters, forests, fields and villages during walking, the diversity of interactive experience between routes and water surfaces, the location of functional points such as current trestle roads (scattered), hydrophilic space, residential courtyards, public venues (fairs, pocket parks), and productive trails. Finally, the route selection scheme of the scenic trail is determined.

值得一提的是，部分地段我们将观光步道与生产性步道局部分离，分离的生产性步道，使用耐久性良好的混凝土，便于农机快速通行。其中部分路段沿山体设置，近山侧设置了挡土墙，以增强安全性。因为山脚下有部分果树，设计方案中，将墙体局部掏洞，保证不伤害探出枝桠，不破坏农民资产。同时，结合防洪标准和往年汛期经验，我们通过将低洼路基抬起（场地竖向设计），局部增设挡墙，过水断面增大等多种手段，使得景观步道的抗汛能力与安全性大幅上升。

At the same time, combined with the flood control standard and the experience of flood season in previous years, we have greatly improved the flood resistance and safety of the landscape footpath by lifting the low-lying roadbed (vertical design of the site), adding retaining walls locally, and increasing the water section.

项目落成后，游客可在风景步道上可进行漫游、跑步、骑行、亲水等多种活动；同时，前往水边栈道、核心景观地、公共活动场地等地点更加便捷、舒适、安全。提升了游客对山水风光和田园生活的体验深度。

02. 板栗集市
Chestnut Fair

在六渡河村有乡村集散广场，周边村民每周五在此自发市集，购买生活必需品及农具，结合板栗特色，形象的称之为板栗广场。每逢开市，广场人头攒动，乡村生活氛围浓郁。作为周边几个村落之间沟通交流的纽带，板栗集市的重要性不言而喻。然而，它存在的问题比较明显：场地功能单一，这也造成了它除周五外其他时段使用率低。

因此，设计团队对原有场地进行了改造提升，具体手法如下：对现状空间进行重新梳理，将其划分为活动空间与停车区域，以满足多种活动对场地的不同使用需求；同时，增加3米宽绿化带，强化入口空间，并在集市广场增设标识系统，以增强场地的可被外部感知性；更换广场及周边照明，并串联林下景观绿地，以增强场地使用的全时性，提高使用者安全感。我们为日常使用提供了更加灵活多变的场地及空间，提高场地的利用效率。

In Liuduhe Village, there is a village distribution square, where the surrounding villagers gather every Friday to buy daily necessities and farm tools. Combined with the characteristics of chestnut, the image is called Chestnut Square. Every time the market opens, the square is crowded with people and the atmosphere of rural life is strong. As a link of communication between several surrounding villages, the importance of chestnut market is self-evident. However,its problems are obvious: the function of the venue is single, which also causes its low utilization rate except Friday.

Therefore, the design team has upgraded the original site by the following methods: reorganizing the current space and dividing it into activity space and parking area to meet the different needs of various activities for the site; At the same time, a 3-meter-wide green belt is added to strengthen the entrance space, and a sign system is added to the market square to enhance the external perception of the site. Replace the square and surrounding lighting, and connect the undergrowth landscape green space in series to enhance the full-time use of the site and improve the user’s sense of security. We provide more flexible venues and spaces for daily use to improve the utilization efficiency of the venues.

03. 月亮湾（观鸟屋）
Moon Bay (Birdwatching House)

月亮湾位于八渡河村下游，是栗花溪谷风景道的尾部位置。此处怀沙河水流形成较大的回弯。随着水流量的变化，回弯外侧呈现天然的滩涂地。该区域生态基底好，近年来，也出现了越来越多野生鸟类栖息，动植物资源丰沛。 “月亮湾”蕴含很高的科普价值，且资源具有稀缺性与特殊性，是风景道上最后的一块“净土”；同时，这一区域对生态与自然环境保护的要求也较高，设计团队希望借助低介入手法凸显其价值。

Moon Bay is located in the downstream of Baduhe Village, which is the tail of the Chestnut Blossom Valley Scenic Road. Here, the flow of the Huaisha River forms a large backbend. With the change of water flow, the outside of the return bend presents a natural beach. The region has a good ecological base, and in recent years, more and more wild birds have appeared, and animal and plant resources are abundant. “Moon Bay” contains a high value of popular science, and the resources are scarce and special, which is the last piece of “pure land” on the scenic road. At the same time, this area has higher requirements for ecological and natural environment protection, and the design team hopes to highlight its value by means of low intervention.

湿地风貌保障 | Wetland landscape guarantee

首先，针对怀沙河水量季节性变化的特点，设置一人工垡，通过导水槽从主河道（怀沙河）引水，实现在枯水期保持基础湿地风貌，在丰水期辅助行洪、泄洪、雨水调蓄的作用。

生态景观修复 | Ecological landscape restoration

设计依托场地植被较荒芜现状，进行部分引导性生态修复工作。在保留现状乔木的基础上，利用场地高差，进行水土复培和植物群落恢复，补植菖蒲等乡土品种亲水植物及乡土野生花草，同时结合湿地边缘现状梯田，形成丰富的湿地生态景观。

The design relies on the relatively barren vegetation status of the site to carry out part of the guiding ecological restoration work. On the basis of retaining the existing arbors, the height difference of the site is used to carry out water and soil re-cultivation and plant community restoration, replant native hydrophilic plants such as calamus and native wild flowers and plants, and combine with the existing terraces on the edge of the wetland to form a rich wetland ecological landscape.

在对湿地进行环境适宜性分析后，增设湿地栈道，材料选取耐候钢更加结实耐用，并且颜色与大地近似，与环境更契合强化体验性。路面则铺设钢格网，植物可透过网格向上生长更显野趣和与人亲近。

“隐形”观鸟屋 | “Invisible” Birdwatching House

在适合观赏候鸟栖息又不对其产生影响的区域，设置低影响观鸟屋。以木材、茅草等自然材料为主，达到隐匿在自然中的效果，增加月亮湾区域的观赏游览体验性与趣味科普性。

From wood, thatch, etc. It is mainly made of natural materials to achieve the effect of hiding in nature and increase the experience of sightseeing and popular science in the Moon Bay area.

04. 悠然地与响水桥
Leisurely with Xiangshui Bridge

在三渡河村与四渡河村之间，设计团队沿景观步道选取适宜的多个点位做界面打开，局部放大处理。地面设置透水基层，上铺碾压砾石，成为可供游客或村民休憩或支设帐篷之所。设计团队特地取“悠然见南山”的意境将这些节点命名为“悠然地”。

The ground is provided with a permeable base layer and is paved with rolled gravels to become a place for tourists or villagers to rest or set up tents. 在这一地段，还坐落着一座地标性构筑物——响水桥。它呈多拱造型，高大秀美，自70年代开始，输送灌溉用水至今。本案中，设计团队对桥下区域原有泥泞土路和杂草做了可进入处理，提供了更多观赏响水桥的视角和空间。在项目施工还未完成之时，就已经有很多上了年纪的村民在响水桥前的开敞空间唱戏、消夏，表达了对场地的认可和喜欢。响水桥仿佛一个慈祥老者，静静地守望着村落的前世今生。

In this area, there is also a landmark structure, Xiangshui Bridge. It has a multi-arch shape, tall and beautiful, and has been transporting irrigation water since the 1970s. In this case, the design team has made accessible treatment to the original muddy dirt road and weeds in the area under the bridge, providing more perspective and space for viewing the Xiangshui Bridge. Before the construction of the project was completed, many elderly villagers were singing and spending the summer in the open space in front of the Xiangshui Bridge, expressing their recognition and love for the site. Xiangshui Bridge is like a kind old man, quietly watching the past and present life of the village.

01. 生态分析先行

在设计方案制作前，团队对整个栗花溪谷区域做了全域的GIS生态敏感性分析，作为后续设计的基石。结论为全域生态敏感性较低，适宜开展一定的人类活动，做一定程度的开发。

02. 陪伴式设计施工（双向奔赴）
Accompanying design and construction (two-way rush)

在乡村的沟域做设计工程，难度很大：一方面是现场地貌复杂，施工条件常会比预想更困难，一方面村民意见容易反复，影响项目推进进度。

在这种情况下，设计团队从踏勘到实施阶段，一直和景观道沿线相关村民、村干部紧密协同，让他们成为和设计师一样了解方案的人，充分利用他们在村庄亲缘型社会关系里的作用，传达、解释方案，助力设计团队更快地取得村民信任。同时，考虑到项目推进效率，设计团队采用陪伴式方式，全程参与到施工过程中去，边沟通、边修改方案、边建设。将施工过程变成了与村民共建的另一环节。实现了在施过程中，再次吸收村民意见，修改方案的可能性。

In this case, the design team has been working closely with the relevant villagers and village cadres along the landscape road from the reconnaissance to the implementation stage, so that they can become people who understand the scheme as well as the designers, make full use of their role in the village kinship social relations, convey and explain the scheme, and help the design team gain the trust of villagers more quickly. At the same time, considering the efficiency of project promotion, the design team adopts the accompanying way to participate in the whole construction process, while communicating, modifying the scheme and constructing. The construction process has become another link of co-construction with villagers. It realizes the possibility of absorbing villagers’opinions again and revising the scheme in the process of construction.

03. 村庄发展内动力的培育
The cultivation of the internal motive force of village development

建立产业与项目的连接（民宿、乡村游）为游客，设计工作中挑选了几处在视线落点处并需要提升改造的民宿，与民宿运营者共建，设计依托当地自然与文化特色，打造了一处充满乡居雅趣的去处，也对本地民宿产业有了一定的带动作用。

Establish the connection between industry and project (homestay, rural tourism) for tourists. In the design work, we selected several homestays that need to be upgraded and renovated at the sight point, and built them together with the operators of homestay. The design relies on the local natural and cultural characteristics to create a place full of rural elegance, which also has a certain driving effect on the local homestay industry.

04. 活力与内动力培育——从景观提升到乡村振兴
Vitality and Internal Power Cultivation-From Landscape Promotion to Rural Revitalization

幸福感与认同感：随着项目的实施，景观道沿线更多的公共空间被营造出来，原有的公共空间也获得了品质的提升。景观场地可以作为营地、亲子活动、科普教育、文化集市等各类延展性运营场景使用，设计团队在悠然地偶遇邻近村庄的四、五位时髦老奶奶，她们满脸正洋溢着幸福的微笑，在悠然地里唱戏。看到设计团队，亲切的表示感谢以及对这块场地的喜爱。

Sense of happiness and identity: With the implementation of the project, more public space along the landscape road has been created, and the quality of the original public space has also been improved. Landscape sites can be used as camps, parent-child activities, popular science education, cultural fairs and other extendable operation scenarios. The design team met four or five fashionable grannies from neighboring villages in a leisurely way. Their faces were filled with happy smiles and they were singing in a leisurely way. Seeing the design team, They kindly expressed my gratitude and love for the venue.
